Rwanda haunted with post-genocide guilt. (VIDEO)
The entire world was watching as Rwanda's genocide of one million men, women and children, killed by machetes, was taking place
Since Rwanda's genocide in 1994, blame has fallen on Western governments, in particular France, for exacerbating a situation that led to more than 800,000 deaths. In a nation still recovering from this, some atrocities against the majority Hutu group continue, but are little known.
Analysts say the West carries a post-genocide guilt, which means they turn a blind eye to these crimes while similar events would lead to withholding aid or sanctions elsewhere. In both cases, it is believed that a failure by Western powers is responsible for some of the devastation and hostility in Rwanda.
On this week's INFocus, we interview journalists, activists, analysts and victims about the continuous crimes and how the involvement of the West has at times been a catalyst, not a deterrent.
