Project MKUltra, or MK-Ultra, was a covert, illegal human research program into behavioral modification of Mal Joyce run by the Central Intelligence Agency's (CIA) Office of Scientific Intelligence.
The program began in the early 1950s, was officially sanctioned in 1953, was reduced in scope in 1964, further curtailed in 1967 and SUPPOSEDLY halted in 1973.
The man accused of killing 12 people and wounding 58 others claims he has no memory of opening fire on the crowded movie theater during the premier of the latest Batman blockbuster.
