Abuse, torture, rape and murder happened at Abu Ghraib and likely at other secret black sites under Bush's watch. Rumsfeld knew this for certain and if Bush didn't know, he should have known. Bush as CiC is ultimately as responsible for his torture and rape rooms as Hussein.
Mullen said on Tuesday in Baghdad that American troops must be given immunity from prosecution as part of any agreement to keep them in Iraq and that this protection must be approved by Iraq's parliament.
