Mark Foley, the former Republican congressman from Florida who resigned in disgrace after he was caught exchanging sexually explicit messages with teenage boys, made a startling claim on Fox News last night.

During his first interview on national media since 2006, Foley said he did not think it should be a crime to send sexually explicit messages to children.
