U.S. takes pains to say it is not taking over Haiti

As U.S. military assets and personnel began arriving en masse in Port-au-Prince on Friday, administration officials were just as eager to deliver another message — America has not taken over Haiti.

But even as U.S. officials sought to portray a collaborative relationship with Haiti's government — one where each side provides the other with need assessments — the reality is far more complicated.
